The talk of the laws of the universe is only a language construct to explain who we expect nature to behave. The universe is not governed by those laws never mind by a God who makes rules. They are descriptive items. They are not laws but merely law-like. Even if you could call them laws they are not prescriptive ones. By laws we mean descriptions. Describing is not prescribing. The universe obeys nothing. If there is a God then the laws are both prescriptive and descriptive. It is a descriptive law how if my fingers go loose I will drop the pencil. But if God is the reason the law exists then it is also prescriptive. He commands the pencil to fall. I can make the descriptive law that I need food into a prescriptive one as well where I have to eat daily.
There is no need to say the laws of the universe are anything more than descriptive. Remember, Occam said not to use more explanations for something than you need. How it looks comes first. We don't see any regulation that the earth has go around the sun.
Plus if it is a prescriptive and descriptive law that animals should tear each other apart alive for food what does that say about the lawmaker? Humans can be savage too.
It is descriptive to say that a brick will not float in mid-air. It is also descriptive to say that it will. Miracle claims then wreck the purpose of calling the universe a system of descriptive laws.
